Dr. William M. Toms is an Assistant Professor at Fairleigh Dickinson University.
Dr. William M. Toms was named Interim President of Brookdale Community College in early 2011 and served in this position until July 2012. During his tenure as President, Dr. Toms oversaw a $100 million budget for New Jersey’s leading community college with 15,000 students and over 700 full-time employees spread across eight facilities.
Prior to his appointment as Interim President at Brookdale Community College, Dr. Toms started his own company, The Toms Professional Group, LLC. The company provides a suite of professional training, planning, and consultative services to help individuals, groups, and organizations reach their goals and objectives.
Prior to starting The Toms Professional Group in 2008, Dr. Toms retired as a Major in the New Jersey State Police where he served as the Interim Deputy Superintendent of Investigations and the Commanding Officer of the Intelligence Section. During his 25 year career with the State Police, Dr. Toms served 14 years as an investigator, in addition to serving as Commandant of the State Police Training Academy and supervising the organization’s Human Resources Section and the Office of Professional Standards.
Dr. Toms is a first generation college graduate and a graduate of a New Jersey Community College. This degree is the only degree that proudly hung in his Brookdale Community College office. Additionally, Dr. Toms holds a Bachelor’s degree in criminal justice and public administration from the College of New Jersey and a Master’s degree in educational administration and supervision from Seton Hall University. Dr. Toms earned his Doctor of Education degree in executive leadership and human resource development from The George Washington University in Washington, D.C.
Dr. Toms has trained thousands of federal, state and local law enforcement officers in programs throughout the United States, including programs at Penn State University and John Jay College of Criminal Justice. For over 15 years, Dr. Toms has taught graduate students at Fairleigh Dickinson University in all aspects of organizational behavior.
Dr. Toms has assisted in the implementation of various law enforcement, intelligence, and homeland security programs in numerous organizations and has authored articles in national publications on topics including leadership, learning, and the dynamics of organizational change. Dr. Toms has been the featured speaker on a variety of topics at forums and conferences such as the Annual Educational Symposium for Research and Innovations in Washington, D.C., the Annual Conference of the National Institute on the Assessment of Experiential Learning in Princeton, N.J., and Naval Post Graduate School’s Annual Homeland Defense and Security Summits in Colorado and Florida.
Dr. Toms is a Certified Fraud Examiner, a state certified mediator, and is a reviewer for the Human Resource Development Review, International Journal of Human Resources Development and Management, and the Journal of Enterprise Transformation.
Dr. Toms is a member of the University’s Cybersecurity Committee that provides governance oversight to the University’s Center for Cybersecurity and Information Assurance, which is a NSA-recognized Center of Excellence for Information Assurance Education. Dr. Toms is also the coordinator of FDU’s chapter of the Order of the Sword and Shield National Honor Society. This national honor society is dedicated exclusively to homeland security, intelligence, and all protective security disciplines.
