Parking and Traffic Regulations

INTRODUCTION

It is the policy of the Department of Public Safety that every vehicle on campus must have some identification showing it is legitimately on campus.  Faculty, staff and students will be issued appropriate decals.  Visitors, guests, vendors and all others will be issued a parking pass.

I.  GENERAL POLICY

A.  All vehicles that are operated or parked on property of Fairleigh Dickinson University must be registered with the Department of Public Safety.

B.  Owners and operators of vehicles park at their own risk on University property.  The University does not assume responsibility for theft, loss or damage to any motor vehicle parked or operated on its premises.  For insurance purposes, any owner who has suffered a loss is encouraged to fill out a report at the Department of Public Safety Office.  Accidents must be reported to the local law enforcement agencies, as required by New Jerseylaw (39:4-159 et.seq.).

C.  Regulations are in force at all times, including Saturdays, Sundays and Holidays whether or not classes are in session.

D.  No fee is required to obtain a parking decal or pass.

E.  Failure to register a vehicle does not relieve any responsibility or compliance with these regulations.

F.  No auto repairs are permitted in University lots.

G.  In the interest of maintaining a good relationship with the neighbors of the University, you are advised that parking on streets or municipal property is not permitted while you are attending class, work or any functions of the University.

II  REGISTRATION OF VEHICLES

A.  All vehicles, including motorcycles, scooters and motorbikes on University property must be registered with the Department of Public Safety.  Decals are issued on a yearly basis starting September 1.

B.  Faculty and staff members are eligible to register their vehicle through the mail or in person at the Department of Public Safety.

C.  Students must register their vehicle in person at the Department of Public Safety.

D.  When registering a vehicle, all persons must show their state motor vehicle registration and proof of their University status.

E.  Employees and commuter students may register more than one vehicle.  Resident students may only receive one resident decal and vehicle registration must be in family name.  To obtain a resident decal, you must reside on campus.

III.  DECAL AND DECAL DISPLAY

Decal HALF

A.  Decal must be properly affixed to the interior rearview mirror facing out.

B.  Decals issued to two wheeled motor vehicles must be displayed on the right fork.

C.  Decals are not transferable.

D.  If the decal is defective and cannot be applied properly, it must be returned to the Department of Public Safety for exchange.

E.  Any loss of decal must be reported immediately to the Department of Public Safety.

F.  Decals must be removed when ownership of the vehicle has changed, association with the University ends, or the permit expires.

IV.  VEHICLE PARKING AND OPERATION

A.  All student vehicles are required to park within parking stalls having white lines.

B.  All faculty and staff vehicles are required to park within parking stalls having green, orange or yellow lines.

C.  No parking or operation of any vehicle is permitted at any time on lawns, walks, athletic field, pedestrian bridge or roadways closed ot vehicular traffic.

D.  No parking is permitted to any Fire Zone or any area designated by yellow curbing or signs posted.

E.  Traffic signs such as One Way, No Parking, Stop, No Left Turn, etc., are to be followed.

F.  Vehicles are to be operated in a safe manner and must travel with caution while on University property.

G.  Speed limit on all campus roads, lots, etc., is a maximum of 10 miles per hour.

H.  Improperly or illegally parked vehicles will be ticketed, towed and/or immobilized at the discretion of University officials.

V.  VIOLATIONS 

A.  Local police do have jurisdiction to issue summonses on University property for any violation of state law or county or town ordinance.

B.  Campus summonses will be issued by the Department of Public Safety and are payable to either the Department of Public Safety or Enrollment Services.

C.  Summonses must be paid within fourteen (14) days from the date of issuance.

D.  Individuals who registered a vehicle are responsible for any summonses issued to the vehicle regardless of who was driving the vehicle.

E.  Fines for Campus Summonses

  1. General Violation - $15.00

  2. Handicap or Fire Zone - $50.00

  3. Careless Driving - $70.00

  4. Stop Sign Violation - $50.00

  5. Entering a One Way or Do Not Enter Area - $100.00

  6. Blocking Roadway - $50.00

  7. Failure to Follow Directions of Public Safety Officer - $100.00

  8. Parking in Reserved or Special Permit Area - $35.00

  9. Driving on Pathway or Walkway - $120.00

  10. Fraudulent use of Decal or Pass - $100.00

Appeals

  1. All appeals must be received by the Department of Public Safety within seven (7) days from the date of issuance.

  2. Appeals will not be accepted for parking in a Fire Zone or Handicap Space or for fraudulent or altered decals or passes.

VI. SPECIAL PARKING PERMITS

A.  Certain individuals may require special parking permits.  These permits will only be issued for medical or safety reasons.

B.  In order to request a special parking permit, the individual must submit the reasons for the request in writing to the Director of Public Safety.  The request will be reviewed by the Director of Public Safety.  A decision will be made within one (1) week from the request.

C.  While awaiting the decision, the individual must park in a legal spot or will be subject to violations.

D.  Medical parking permits require a note from primary physician and must be submitted to Student Health Services.

VII.  TOWING/IMMOBILIZATION

A.  Any vehicle that is not registered with the Department of Public Safety can be towed and/or immobilized.

B.  Any vehicle that has obtained one or more summonses within one academic year can be towed and/or immobilized.

C.  Any vehicle that is blocking traffic, causes a safety hazard or other emergency situation can be towed.

D.  Any vehicle in the process of being towed, but not yet removed off campus is subject to a road charge fee by the tow company.

E.  All towing and storage charges must be paid directly to the tow company.

F.  All tow fees are set by the tow company.

G.  A release form is needed from the Department of Public Safety.  The tow company will only release the vehicle after they receive the release form and all charges have been paid.

H.  Any vehicle that is immobilized by the Department of Public Safety will have a yellow notice placed on the driver's side window notifying driver not to move the vehicle until immobilizer is removed.

I.  A $25.00 fee must be paid to the Department of Public Safety to have the immobilizer removed.

VIII.  NOTES

A.  Fairleigh Dickinson University reserves the right to change any of the Rules and Regulations at any time without prior notice.  It may be necessary when special events occur on campus to restrict parking for certain periods of time.

B.  The Public Safety Office is open 24 hours a day for all service with the exception of issuance of decals.  These can be obtained 9:00 a.m. - 5:00 p.m. on weekdays.

C.  Lack of finding a parking space is not considered a valid excuse for violations.

D.  The University does not guarantee anyone a parking space.

E.  Individuals who use an unregistered vehicle on occasion must notify the Department of Public Safety and obtain a special parking permit.

F.  If a motor vehicle becomes disabled on campus, a disabled form must be obtained from Public Safety.

G.  Anyone with any medical problems that requires special parking considerations must contact Student Health Services to be eligible for medical parking.

H.  No one including Public Safety Personnel, can give verbal permission to park anywhere.

Weekend Parking Rules are in effect Friday at 5 PM-Sunday at 12 Midnight.  All decaled vehicles are allowed to park in any lot and any space.

 

*SPECIAL NOTE:  The area in the North Lot from Bancroft Hall West to the entrance road must remain clear from Friday nights at 9:00 P.M. until Sunday night at 9:00 P.M. for the Motorcycle Training Program.  During this period we ask that you park your vehicle in the white lined area near the guardrail along the river or you can take advantage of the weekend parking rules.  If your vehicle is parked in the training areas, it will be towed and moved to another location in the lot.  A second or any subsequent tows will result in a $25.00 fine.
